Delegates from nearly 200 countries are meeting in Jakarta, Indonesia, this week for the United Nations climate change conference, and the world's biggest carbon polluter is not happy about it.

China, the world's top carbon polluter, says it won't be attending because it won't be able to contribute to the global effort to reduce greenhouse gas emissions, the New York Times reports.

"We will not attend the climate change conference in Indonesia because we will not be able to contribute in any way, shape, or form to the global effort to reduce greenhouse gas emissions," the country's deputy foreign minister tells the Times.

He says China, the world's second-largest carbon polluter after the US, will only attend the conference if other countries, including the EU and Japan, also agree to participate.

The EU says it won't attend because it won't be able to contribute to the Green Climate Fund, a fund intended to help developing countries meet the climate change goals set by the Paris climate accord in 2015.

The chief of the Climate Action Network in Asia, which is organizing the conference, tells the Times that China is not only refusing to participate in the conference, it will not sign the Paris accord unless other countries do the same
